Winneconne Sanitary District #3
The Town of Winneconne Sanitary District #3 provides sewer services to homes within the Town of Winneconne. We are responsible for operating and maintaining the sewer collection system and pumping stations. The sanitary district handles customer needs, addresses concerns, and quickly responds to and resolves any emergencies related to sewer service.

Billing & Payments
Winneconne Sanitary District 3 processes Sewer User Fee bills on a quarterly basis and sends them on or about the first day of the month in:
A late fee of $8.00 will be assessed on all past due bills.
Customer accounts with remaining past due balances, as of November, will be assessed a special charge on their annual property tax bill to include the past due user fee(s), plus any late fee(s) and interest.

Permits
In order to maintain the integrity and proper function of our sewer system, property owners and/or their contractors must obtain a permit from Winneconne Sanitary District 3 prior to any work being done to any part of the sewer system infrastructure on their property. Additionally, all such work will be subject to inspection. Work performed WITHOUT a permit may result in legal action.
COMMON QUESTIONS ABOUT PERMITTING REQUIREMENTS
When Do I Need Sanitary District Permit?
How long does it take to get a permit?
The Sanitary District Board of Commissioners meets monthly and votes to approve the permits. Depending on when the permit is applied for, this could take up to four weeks. However, conditional approval can be made for a simple request, if needed.
Who should perform work when connecting sewer laterals?
This depends on whether or not lateral stub already exists on the property.
If a Lateral Stub Exists = Connection Fee of $13,300:
When the sewer system was originally constructed, some owners of vacant lots chose to proactively prepare for future development of the property by paying $1,500 for a lateral stub to be installed. If the property in question does have a lateral stub already, then any plumber, properly insured and licensed by the State of Wisconsin may perform the work.
If No Lateral Stub Exists = Connection Fee of $14,800 + Contractor Costs
A lateral will need to be spliced into the sewer main.
In this situation, only a plumber/excavator approved the sanitary district can be contracted to make the connection. Typically, it is most cost effective for the owner to contract with the district-approved plumber/excavator to not only make the connection to the sewer main, but also install the lateral to house. However, separate contractors for these two portions of work can be used at the property owner's discretion.
Why is a Connection Fee charged, and how was the amount of that fee determined?
The district’s Connection Fee structure was established when the Sanitary District was established. Each user was assessed a connection fee to help not only provided the necessary capital to build the entire sewer system, but also to upgrade the treatment facility when needed. Revenue from Connection Fees is now used to offset ongoing operational and maintenance costs of the system. More detailed information on the history can be found here.
Obtaining a Permit
Permits can be obtained submitting a completed Permit Form to the District’s Deputy Secretary/Treasurer, Dana Woods, either by email to office@winneconnesd3wi.gov or by mail to P.O. Box 177, Winneconne, WI 54986.
A permit fee of $100 must be paid upon application.

Our board is made up of three Commissioners, each appointed by the Winneconne Town Board to serve six-year terms. Each Commissioner is elected to an officer role of either President, Secretary or Treasurer. The Commissioners are supported by an appointed Deputy Secretary/Treasurer, a District Inspector, and a System Operator.
